Senior Procurement Manager – Defense

Description SKAPION is seeking a Senior Procurement Manager with proven experience in the defense industry to join the company's procurement department. The role includes supplier sourcing, participating in and/or leading commercial negotiations, supporting the development of a resilient and flexible supply chain in Israel and abroad, and more. The position encompasses responsibilities ranging from issuing purchase orders and managing small procurement activities to handling large and complex procurement portfolios. The role also involves close technical collaboration with engineering teams. Responsibilities Manage end-to-end procurement processes for components and subsystems in the fields of electronics, mechanics, sensors, services, and related areas within an early-stage startup environment , from initial internal demand through end-of-life/disposal. Participate in and/or lead negotiations with suppliers in Israel and internationally, including high-value transactions and long-term agreements. Identify, qualify, and manage alternative and second-source suppliers to reduce supply chain risks and dependency on single-source vendors. Manage RFI, RFQ, and RFP processes, conduct proposal evaluations, and develop cost-benefit-based sourcing recommendations and decision packages. Work closely with engineering teams to translate technical requirements into procurement specifications, including management of long lead-time items and components facing obsolescence or end-of-life (EOL) challenges. Manage international trade aspects relevant to the defense sector, including import/export activities, export controls (ITAR), end-user/end-country certifications, and related regulatory requirements. Requirements Must Have: Proven experience in the defense sector: procurement roles within defense companies, defense contractors, or relevant subcontractors. Native‑level English proficiency for negotiations, contract drafting, and professional communication with global suppliers. Strong negotiation skills with a track record of closing deals under optimal terms. Broad technical understanding of electronics, mechanics, and sensors, with the ability to engage in detailed technical discussions with engineers. Experience identifying and qualifying alternative suppliers in Israel and internationally. Advantages: Engineering background (Electrical/Electronics, Mechanical, or related fields). Familiarity with defense export controls and international trade regulations (ITAR/EAR). Experience working with ERP procurement systems (SAP, Priority, etc.). Knowledge of relevant quality standards (AS9100, MIL‑STD). Additional languages relevant to global supplier communication.
